Development of a Shipment Policy for Collection Centers

Natural disasters represent a latent threat for every country in the world. Due to climate change and other factors, statistics show that they continue be on rise. This situation presents challenge communities humanitarian organizations better prepared react faster natural disasters. In some countries, in-kind donations high percentage of supply operations, which additional challenges. research proposes Markov Decision Process (MDP) model resemble operations collection centers, where are received, sorted, packed, sent affected areas. The decision addressed is when send shipment considering uncertainty donations’ demand, as well logistics costs penalty unsatisfied demand. As result MDP Monotone Optimal Non-Decreasing Policy (MONDP) proposed, provides valuable insights decision-makers within this field. Moreover, necessary conditions prove existence such MONDP presented.
